Jerome (Jerry) Doyle retired as CEO in June 2009 after 39 years of leadership and advocacy with Uplift Family Services. Jerry, who worked with emotionally troubled youth for more than 40 years, began his career as a director of a group residential program for adolescent boys. In his years as CEO of Uplift Family Services, the agency grew from 140 beds to serving more than 18,000 children and family members in California. Under Jerry's leadership, the agency won multiple statewide and national awards for its innovative programs.

In 1991, EMQ initiated California's first intensive Wraparound Program as an alternative to institutionalized placement for the most seriously troubled children. In 1996, Jerry successfully pushed to secure passage of legislation which created funding for a demonstration project. Due in large part to its success, the program was expanded statewide. Today 95% of children in California live in counties where Wraparound is available.

 

Our Keynote Speaker

Leading foster care expert and consultant Dr. John DeGarmo has a Doctorate in Educational Leadership from Walden University, and wrote his dissertation on Responding to the Needs of Foster Children Face While in Rural Schools. He is the author of several foster care books, including the training book The Foster Parenting Manual: A Practical Guide to Creating a Loving, Safe, and Stable Home, as well as the foster care children's book A Different Home: A New Foster Child's Story. He is the director of the Foster Care Institute, and acts as a consultant to foster care agencies and legal agencies across the USA.

Dr. DeGarmo and his wife have six children, both biological and adoptive. They are currently foster parents to three siblings, bringing their household to nine children. Dr. DeGarmo has been a foster parent for dozens of children for over a decade now. He has a passion for foster children, and is driven to bring education and insight into general society about all things foster care.
